Bushings failed, tank leaks 850 1994

In 2006 I had rubber bushings installed, but they haven't prevented the tank from leaking. Now dealer and VOA say recall is closed on the car...anyone else have this happen? Isn't VOA responsible if their " fix" doesn't work? I think I read on here that some mechanics have commented that all leaking tanks have had the recall washers installed...
