Always leave air conditioning ON? S70 1998

I just bought a 1998 Volvo S70 and am reading the owners manual. On page 39 for the "Heating, ventilation and air conditioning" section, it reads under the "Additional information" heading:

"The air conditioning system will function best if it is always left on."

On my Volvo, the AC controls have ON/OFF buttons. I live in Minnesota and leaving the AC constantly on seems counter-intuitive given our climate.

Please explain why the AC should be kept on or let me know that this is an error in the manual. Thank you!
