Is the recall on front indicator lights good in Canada V70-XC70 1998

I've been away for a few weeks so apologies if this has been answered already.

Just before I left there was a discussion starting about retrofitting a new design front indicator lights on V70's. Does anyone know if this program has started in Canada yet? I have yet to get between 5000 mile services without a failure of at least one of the front indicators(despite glass base bulbs/silicone goop and new sockets) so I would dearly like to get the new design fitted.
