I guess you are talking about the ignition switch. It only fits on one way and the key has to be out of the cylinder while putting the switch in.
You can 'test' the new switch while it is out of the car by turning it with a screwdriver. Just make sure it is in position "0" when you put the switch in the slot.

While the plastic is off the steering column, look for a small cable that comes up to the key lock. Give the end of the cable a drop of oil, not WD40, and make sure it moves easily. That is your lockout switch and it can get dry and sticky and now is a good time to help it.
