"Fuel Low" Light and Tank Capacity 850 1995

The 850 is claimed to have a 19.3 gallon capacity tank. The fuel gauge is marked to 18, and when the tank is full the needle goes only to 18.

When the needle is at the red "empty" mark and the Low Fuel light is steady ON, the max. I can get into the tank is 15.5 to 16 gallons. So it seems like there are still 3 gallons left. Or the tank is not 19 gallons, or it does not take all 19 gallons in.

i have a copule of questions here:

- what is indeed the case here - the tank can not be filled to full 19 gallon capacity or it shows "Empty" 3 gallons before actually being empty?

- is this common and other cars exibit the same behavior?

- is this intentionally done this way to keep the pump cooling?

These are not critical (like a failed transmission) questions, but I would like to know where I am when the "Low Fuel" light comes up.
