T5 Auto trans surging and downshifting 850 1997

I have a strange problem with my 1997 850 T5. Several months ago the car would appear to downshift or engine brake while driving at a steady highway speed. This would occur if I left off of the gas pedal to coast. I had the trans flushed since the car has 80k. This seemed to help. It continues to have the problem but not nearly as noticeable.

The next problem just began. While sitting at a red light with my foot on the brake the vehicle will surge forward. The tach will decrease due to the strain on the engine. It almost feels as if the car is running rough or running out of gas. But this is not the case because my foot is on the brake and not on the gas and the car is at a dead stop.

What should I do. I am not getting any error codes or check engine light. Of course that dash light could be out. I have replace several dash lights already.
