Brake Rotor Machining 850 1996

I am about to do all four brakes on my recently purchased '96 850. I have all new VOLVO parts coming from Dan at Volvoparts.com (good prices!). Front rotors have been turned before, rear rotors never.

Must rotors be turned every time the pads are renewed?

The rear and front rotors look good, no grooves, and the concentric wear rings are quite smooth, no gouges.

Must the system be bled to clear it of old, moisture laden fluid, or is this just a good idea/practice?

I have Haynes in hand, looks simple from here, and I just did my old Mazda.
