I have been known to get to 1mm, but that was an extreme case. 3mm is as thin as they ever should get.

For clarification on the 1mm pads, it was winter and too cold to work on the car. I was also planning to replace the rotors, so I wasn't worried about scoring them. When I took the pads out of the calipers, the pad material (what was left) fell off the front of the pad and onto the ground. Much too close for comfort.
