Check the PS fluid, when old fluid gets cold it gets harder to pump. Remember to use a stick or very long screwdriver and listen at every moving part.

When you change the Tbelt, check the forward engine mount. It is just to the left of the crank pulley as you face it in the wheel well.

Nobody gets 40mpg. 28mpg is average/good for a T5. As the temps get lower, so does the tire pressure.
