No need to unplug the motor. A set of regular pliers has spaces in it when closed, the smaller top hole is what you wrap around the mast just under the button. Then it is a matter of tapping upward with a hammer. This works just like a hammer on an air compressor tool to loosen rusty bolts.

In your case, leave the fender nut in place while doing this. Once the sections are pulled apart, clean them off and lubricate with light oil. Do not leave oil on the mast, it will collect dirt.

After the mast is extended and cleaned, turn the radio off and see if the mast gets pulled down. Then turn the radio on and see how far up it will go, a little help with the pliers might be needed.

You can always leave the mast extended by unplugging the electrics, until you go to a car wash.
