Thanks for giving me courage. I put an elastic band around the bulb and pulled it out. It was stuck. I've broken enuf things around my Volvos not to ask before I torque nowadays. It was hard to ensure contact while measuring the bulb's resistance in the parking lot, but there was 12V across its plug terminals. So it must be a failed bulb. I had worried a more systematic failure because of reading other threads and having both my license plate bulbs being out. But maybe one had been out for some time before the other failed and then a kindly NY policeman warned me about them.
Wow, you say these 5W bulbs may not be exclusive to Volvo. I'm off to my auto parts store. Thanks.
