heater blower only operates on high speed 850 1997

Yesterday, the heater blower on my wagon began to act up. At first, the fan toggled on and off several times, then it quit altogether. I switched the blower speed from Auto to the high speed manual setting (ECC), and the fan came on.

The ECC appears to be working. When I started the car this morning, the blower came on after the engine warmed up sufficiently for the heater to produce hot air. However, the fan will still will not switch over to low speed operation.

Suggestions?
