2004 XC70 Engine Will not Turn Over V70-XC70 2004

My son in law was driving our XC70. Shut off the car and went to start it 2 hours later, it would not turn over. Tried to jump it and it would not turn over. Towed it home and I charged the battery, lights are all good, plenty of power but the starter just clicks like the battery is dead. I thought it might have a possible bad timing belt which put it out of time and locked the engine. I removed the belt cover and the belt is fine. I removed the spark plugs to eliminate any compression issues, still it will not turn over, just clicking. I then tried to turn the engine by hand using a breaker bar and socket on the crank shaft bolt. I cannot turn the engine by hand.

Question is, am I missing something that has the engine locked down mechanically or electrically? If not, it may have seized up for some reason. Any ideas out there?
