Mystery Part??? V70-XC70 2000

After replacing the upper rad hose in my 2000 V70 XC SE, I was test running the engine looking for leaks under the hood when I noticed a lot of excess vibration from the serpentine belt pulley closest to the right front of the car.

I was wondering what this pulley does? It seems to be attached to a small housing with some electrical connector on it. Do they parts frequently go on cars with more than 100K on the them? Hopefully it is something I can replace and the part is not too expensive!
