Power Steering rack leaking V70-XC70

I went for a tire rotation today and the shop told me my PS rack is starting to leak. Having never replaced it before I wonder if this is something I can do with average tools or is it something that requires special tools that only a shop can do?

Given the 125K miles on the car, I wonder if I should should replace the hoses to/from the rack as well. Also, one of the tie rods is worn out which I believe connects to the end of the rack so is it a good time to replace both tie rods while the rack is out?

The alternative to all this is to keep topping up the PS reservoir from time to time. Since my leak is small now, I wonder if these leaks tend to develop quickly or do they stay small for a long time?
