There is a micro switch that is built into the tailgate latch assembly that is more than likely on it's way out of service (not working). Your problem sounds like you need a new tailgate latch assembly, uncertian of the cost, replacement is streight forward, no soldering, just a few bolts, plastic clips, etc, this is also a good time to install the tail gate repair kit, as long as the rear panel is off.
