Really? 850

I am a proud owner of many volvos starting with my 444 (daily) and 2 1800ES through many 240's and a couple of 940's through to a 2001 V70. So when a 940 wagon started to show a little long in the tooth, I found a 850R withina mile of my house and it was still pretty stock. So I bit the bullet and bought a OBDII volvo. No CEL because the bulb was fried... who knew. SO I am in New York so I need an inspection.... not until I get that CEL to light up. New cluster and it lights fine and I reset the codes and go for a ride. at 70 miles I see the CEL go on and tells me that there is a "slow response in O2 sensor ...) I replaced both O2 yesterday with new Bosch. Inspector says the monitors are not resetting.... codes were cleared but the monitors are not "collecting" properly.
Has anybody got a work around for this or an insight that will help?
