ECU Questions 850

I currently have a no start issue for my 1995 n/a manual transmission. I have determined that the fuel injectors run continuously and are not "flashing" like they should. I have followed the wires from the injectors to the ecu and I don't see any shorts or wires being frayed etc. Could it be that the ECU is not communicating properly with the fuel injectors? I was looking on ebay and I see some used ones for about $100. My questions are as follows:

1. Can I used an ECU from an automatic transmission on a 5 speed vehicle?

2. Is there a way to test the current ECU that I have? Could the dealer do this?

3. I read about about a breakout box on volvoclub.org...anyone know where I can get one?
