Borderline overheating C70 2000

All,

I had an issue last week where the temp gauge dropped stayed nearly at the bottom for about 20 - 30 minutes then up to just under mid-range where it normaly is at..thought to myself...looks like a thermostat stuck open... Bought a new one from Volvo and replaced it along with the ECT since I too had the CEL come on at the same time...

After replacing both...now the temp gauge goes nearly to the red line and fluxuates between the very top white line and the middle of the two red lines...?

I replaced the water pump, and belt tensioner since I was in there, and same issue...?

This evening I notice that when the electric fan turns on...the temp gauge pegs out...when and the fan cuts off....the temp gauge falls back down to the normal mid-range-position...

Any ideas?

Air lock?
Fan relay?

2000 C70....140K Miles...
