Serpentine Belt & A/C Issue + Burning wire smell and whateverthefork 850 1994

greetings, my name is belle, and it's been a long while since i've visited these forums, but i do remember klaus!

here are my issues for the 94 volvo 850 turbo wagon, please:

a. 5 days ago, after a sudden stop, the indicator lamps illuminated and the steering was hard.
b. friend replaced serpentine belt - **however ** the A/C unit makes a bad sound now.
c. next day, and following day, always breaking to stop, indicator lamps flickered. i turned car off/on then car seemed OK.
d. last night, smell of burning [wire-smell/electrical?] and noticed white smoke from passenger side. pulled over, raised hood and got out flashlight. didn't find origin of smoke, only strong burning wire smell. checked oil, oil cap, all fluids were fine, but oil was on top of motor and around the hoses in front, side, and rear. the oil cap seal was intact, and there was no residue. looked clean inside.
e. waited a while, turned over sluggishly. repeat several times before start up.

my questions, please:

serpentine belt connected to A/C compressor? can this car be driven to shop 15 miles? what on earth does this resemble to you, problem-wise, please and thank you!
