Engine Diagnostic Test 850

You should never get fuel from the regulator vacuum line, if you do then the regulator is broken.

The FI relay is on the fan shroud, next to the fan relay. I believe they are the same... If so, swap the relays and test the system.

Have you pulled the injector rail as a single unit? You could do that, then put the nozzles in small dixie cups or wrap sandwich bags around each one, turn on the ignition and see which one pours out fuel - assuming one of them leaks.
