Front wheel movement when jacked up and wheel is grabbed at 9 and 3 V70-XC70 1999

I am sure the answer to this question is somewhere on this site but I have spent the last hour trying to find it to no avail. My 1999 V70 both front tires have uneven wear, mostly on the outside. When the wheels are off the ground and I grab the wheel at 9 and 3 there is movement. There is no movement at 12 and 6. Is this a tie rod issue or a wheel bearing issue or something else? I also hear some clanking in the front end on one side only (passenger side), which could be something else entirely.
