2006 Volvo S60R with condesnation in right headlight assembly S60 2006

My girlfriend has a 2006 Volvo S60R AWD. Great car! Her right headlight assembly has some condensation in it and the headlamp (Xenon)isn't working. We have been told by a Volvo dealership as well as a specialty Volvo shop that the entire assembly probably needs replaced. The assembly costs approx $1,100 + ~$200 to install. Does anyone have any familiarity with this situation and perhaps an alternative to a $1,300 solution?
