0-25 mph.. 850

Im having issues with the sluggy performance of my 96 850R. I had it in the shop for quite sometime with a new paint job, a valve job, timing belt replacement, new oil lines for a refurbed turbo, new air intake, and several sensor replacements. I have no error codes and the car starts right up and idles fine, but pulling out into traffic is scary due to the lack of power. Once I reach about 2500 rpms the turbo spools up and Im off and the car has great throttle response once I get the car moving. I have played with the wastegate adjustment, but still not getting the power I once had. Any suggestions? Could it be a timing issue? Oh, and anybody have an opinion on the effects of ethanol has on this engine?

Thanks for any input..
