1999 v70xc just bought; CEL dealer says CVVT, $1200 V70-XC70

Greetings:

Just ditched my 9-3 and picked up another volvo, I love these cars.

Our 1999 v70 has a CEL and the dealer says I need a CVVT for about $1200. The timing belt was replaced ten months ago by the previous owner.

Just trying to assess if this is a job that needs my immediate attention as we just bought the car. What are the long term effects of not repairing?

Also, what are the symptoms of the car when it needs this repair? It seems to start a bit rough as you need to try starting it twice sometimes, is that a symptom?
