Odd Electrical issue (no start) S70 2000

2000 S70 GLT fwd 150k miles

After a jump start my car will only start if i first disconect the battery then reconect after about 30 seconds.

the car runs fine, no warning lights, no issues what so ever, but if i turn the car off it will not start till i disconnect the battery wait a few..then reconnect..then it starts right up
under the no start conditions it shows as follows.

it cranks fully, have spark just no injector pulse.(stars w starter fluid but does not stay running)

under the no start condition the dash will not show "check engine light" NOR the low oil pressure warning light. all other lights show up except those 2, after the battery reconnect all lights up..so the no start condition follows those 2 lights if they come on the car starts..if they fail to light up the car wont!

so fried DME? from jump? is there a relay?
i've tried 3 different batteries and they all produce the same results.
