no start S60 S60

I looked and looked for that little cap and could not see it. It appears that someone has took that little metal plate off of the bottom. When I get back to work I'm going to ask the original owner if he ever had any work done on the ignition, sure looks it to me. And that fella in the video had to put some effort to get the cap off for the re-locker.

I decided to re-check a few obvious things that I maybe took for granted. I checked the voltage at the starter, a hair over 12 volts. I checked the battery and it is reading 12.28, a little low for my likes so I have the charger on it. The car has mostly sat for little more than 3 weeks so maybe battery lost some charge. Also wondering now if maybe the alternator isn't up to snuff and causing a low battery. But, gotta get it started first!!! Thats the main objective. Hate to order parts and just guess. Thanks again Klaus!
