spilled over?

It's most likely just spillage from people doing oil changes as one can't add oil quickly or it just spills over the filler and then under that plastic cover. If you have doubts, degrease it with something like Brakeclean and rags (not engine degreaser and water as the water will fill the spark plug holes causing more problems), then drive the car and re-check.
