Another frozen brake cable? 850

My project car just went through a left side brake cable replacement. Now, I wonder if the right side cable is frozen. Is there and easy way to determine if the cable is in fact rusted in place? Or could it just be a delaminated brake shoe?

When I removed the left rotor, I couldn't put it back on because the brake cable wouldn't budge. The car was up on the jack for a week waiting for a new cable. I don't want to go through that again.

Right now, if I jack up the wheel and engage the Ebrake, the wheel rotates backward and not forward. It does not grab when I pull the handle and drive forward - didn't try it in reverse.

Any insight is appreciated. If I need a cable, I need to know before 3pm EST so I can order a new one.
