Keep on your insurance co and keep track of progress. Keep a written log of when and who you spoke to and what they said. Ask the other driver's insurance co for a written explanation of why they will not pay 100%, and how they came to the conclusion of how much they will pay. Often just letting them know you are serious, and are collecting evidence to support your claim, will mysteriously get things paid for quickly. Best of luck.
