S40 2001 Heat/AC Blower Fan S40-V40

Heat/AC Blower Fan speeds up, then slows down, then speeds up. Doesn't matter if it is in heat temp range or the AC is on. After a while it seems to settle down, but still doesn't respond correctly when changing fron one Speed settling to another. Replaced Fan Motor Resister with OEM, but no difference. Is this possibily a problem with the Climate Control Modeule (CCM) I've heard such bad things about, or possibily the Ambient Air Sensor??
