Fuel Filler Door Actuator Stuck Open - Headlight Switch Assembly Pushed In V70-XC70 2007

The rod that holds the fuel filler door closed appears to be jammed in the open position. Repeatedly pushing the fuel door button under the headlight knob was a frustrating experience as doing so caused the whole assembly to push back into the dash (but I could still work the headlight switch).

Any idea what typically happens with these (motor versus switch stuck in "on" position)?
