P0193 ? V70-XC70 2004

The V70 2.5T's check engine light came on and set a code P0193, Fuel Rail Pressure Sensor Input Too High (or some such thing). When I checked the fuel pressure it was 54 psi (3.7 bar) on start up and dropped to 42 psi (2.9 bar)after half a minute. Looking in the Haynes manual it says that turbos should have 3.8 bar fuel pressure.

The code and the measured pressure don't line up. Thoughts ? Or is it just a bad Fuel Pressure Regulator ?
