Variable Intake - re-attach hose under the intake? 850 1994

ah, sorry. There's a vacuum-activated intake valve control device under the intake manifold. It's vaguely similar to the EGR valve assembly (There's not matching device on a turbo model). The vacuum hose to it came off... w/o removing the manifold (again) it's not accessible (unless you have snakes for arms or a prehensile tail)... except maybe from under the car.. or maybe if the radiator fan assembly is removed.

I was hoping for advice on how best to re-attach this thing w/o tearing down the intake again....

Maybe someone can tell me if the vacuum device even does anything useful. It reminds me a lot of a B20 intakes with the second set of throttle plates in the manifold. My turbo C70 has no such weirdness. I recall that the overly complex B20 manifolds were regarded as useless and worth removing (if memory serves)... So maybe this is something that folks disable anyway...?
