2013 S60 T5 AWD S60 2013

I have never bought a new car before and the volvo dealer basically told me the price was non-negotiable. They gave me a 6% discount off MSRP and then when the car is delivered I will get whatever promotional discounts I qualify for. I'm ordering a:

2013 S60 T5 AWD
Black
Beige interior
Premier plus
Climate pkg
__Technology pkg__
17" wheel upgrade ($250)

The technology package is forcing me to order since no dealerships nearby can locate one for me.

The price the dealer quoted was 38700, plus tax, title+reg (dealer's price $65), plus $20 in state fees.

Is this a fair price. It seems good to me based on trucar value and usaa pricing (maybe 1000 up from Usaa, but that seems reasonable), but I don't feel like there was any negotiation.
