The brake fluid for the FWD Volvos is DOT 4+, it should be flushed every 30K miles, or two years or more often when in an area with high humidity. If the moisture content is at 2% or above you should flush the brakes to keep the boiling point as high as you can. The strips of paper are a quick (not so very exact) way to get an idea of the moisture content. A refractometer calibrated for DOT 4+ brake fluid would give you a better reading. (about $300 from Snap-on) Brake Flush is part of the 60K service.
