Negative, if you are talking about the large bolts on top of the strut tower. If you try to turn then clockwise, they should have resistance and spring back to the start position when you let off the pressure on the wrench.

If the top bolts turn easily, the spring seats are shot. Turning the top bolt should feel like pulling rubberbands. 15K miles on spring seats! Either your mechanic did it wrong or didn't replace them. Even OEM should last longer than that. Of course, cheap generic seats...

If you replace them again, use XC90 spring seats or IPDs heavy duty version.

Don't forget to check the endlinks for play, the OEM version wear fast. Just reach behind the wheel and grab the thin verticle rod and push/pull, any play in the rod signifies worn rods.
