2001 v70t5 tailgate won't open V70-XC70

I recently purchased a V70 with a tailgate that won't open. It does not have a manual lock on the tailgate. I checked the fuse and it is good. The remote is missing but when my son toggles the unlock button on the driver's door I can hear it actuating. I have tried the push/pull method with no luck. Is there a way to reach the lock mechanism by peeling back the interior tailgate panel? Regarding the missing door remotes, what is the method for programming one if I purchase one off Ebay?
