Parking brakes V70-XC70

I was helping a buddy with his wife's '02 XC70 that wore out its rear brakes. When I pulled the rotor off the right side I noticed that the shoes for the parking brakes looked odd. The top shoe had no wear and the bottom shoe had no friction material at all. I ran my fingers over it and it seemed like it never had material on it ever. "Yeah, the parking brake has never worked" he said. On the other side neither shoe had friction material but the top shoe looked like it had at one time. Has anyone seen anything like this? Any ideas on what is happening? The car was bought used and has 204K on the clock.
