Problem's back - this time it won't go off. 850 1994

I sorted some other electrical issues that seemed to trace back to bad grounds at the engine block and some corrosion at the tail light. Unfortunately, the "other" problem is back, worse than ever.

Dash lights are stuck on, and now, no matter how much I wiggle the fuse panel, the dash lights won't go off.

The car is sitting with the battery disconnected. It'd been running very well, and electrical systems were great until this afternoon, when all the dash lights came on when I shut down the ignition, and won't go off unless I start the car.

I measured a bit over an AMP (I think) being pulled from the battery between the post and disconnected negative terminal.
