We seem to have a 'winner' It's #3 850 1994

Using my Digital MM on the DCA, 20m scale, it reads about -1.07 between the disconnected negative terminal and the battery. It starts higher, and then drops to 1.06 - 1.10 fluctuating slightly.

Per your advice, I started pulling fuses one by one.

When I got to #3, the draw dropped down to 0.01 and the dash lights went off.

Put that fuse back... there's a bit of a click up in the right front corner and the dash lights are stuck back on.

The #3 circuit is listed as:

10A
Courtesy Lamp Control Signal,
Oil Level Warning,
(Catalytic Convertor
Overheating Warning)
(Speed Warning)

That seems to narrow it down significantly.

It's notable that the panel lists #15 as 10A for Courtesy Lamps, and Oil Level Warning

I've previously lifted the fuse panel and checked for bad connections underneath and found nothing.

This car, being a 'late' 1994 is more like a 1995. Diagrams for 1995 suggest that #3 is only for the Courtesy Lights and Oil Sensor.
