Emissions woes S70 1998

Trying to get my 98 S70 to pass local emissions test for license plate renewal.

Started out showing rear O2 sensor was bad. Replaced rear O2 sensor with Bosch aftermarket and reset ECM.
Lambda light comes on again a short while later. Shows front O2 sensor is not keeping up with new rear O2 sensor. Replaced front O2 sensor with Bosch aftermarket and reset ECM.
Lambda light comes on again a short while later. Mechanic says I need a catalytic converter. Replace catalytic converter with "ultra series" aftermarket CAT as auto salvage yards here keep old CATs for scrap metal (platinum) value. New CAT from local Volvo dealer = $1200.
Anyway, reset ECM once again. Lambda light comes on again. Mechanic tells me O2 sensors are not coming online due to insufficient substrate in aftermarket CAT. Mechanic wants me to drive it for several days to see if sensors come online.

Was hoping to get another 18 - 24 months out of the S70 but I wonder if that is possible now.
