Tire Pressure System C70 1999

Not exactly sure what model, I know it is a '99 but have a question for my Brother-In-Law:

His Son just got new tires, but claims the place that mounted the Tires did not replace the Valve Stems because of the expense do to the TPS.

I am not sure of all the details, but he got a Flat and the Tow Truck Driver said he needed to go to a Dealer to have the TPS looked at. I am not familiar with how TPS works, but didn't think it had anything to do with the Valve Stems?

Also, we are on a Family Reunion in Williamsburg, VA, can anyone recommend a Mechanic in this area if we need to? Or if none, which dealer?
