Early 850s were famous for the air bag cover on the passanger side to come loose, environmentally friendly glue was the culprit when applied at the factory. Some owners have re-glued it back down using epoxies, houshold glues etc, others have advised against it as it may interfere with the proper release of the bag. Volvo has a repair "kit" for this exact problem I have been told. Don't know how much or what exactly you are getting, but it probably is a new cover with mounting instructions....just a guess.
