Fuel Pump 850 1995

I am not able to start my car up when it has been run..When I turn key, but not crank engine, I know that I will be able to start engine if I hear a 2-3 second noise in the rear (I suspect it's the fuel pump sending some gas)...When I do not hear that 2-3 second sound, I know the car will not start... The sound is present when the car has been cooled, but the sound is absent if I yurn engine off and try to kick it over again...Does anyone know what the problem could be??? Thanks in advance....
