'94/854 headlamp adjustment screw 850 94

I am trying to change the vertical adjustment for my headlamps (the single-bulb version). There is a large gray handle on the upper inner corner of each lamp assembly; that appears to control the horizontal adjustment (L/R). There is a small tube, about 3/8" diameter, at the top of the assembly, which appears like it might cover an adjustment screw of some sort. It has a plastic cap that slips over it, presumably to protect it from dirt & water.

Is this the vertical adjuster (up/down), and if so, what tool do you need to turn this screw ? It is impossible to get down low enough to peer into the little tube to see what type of head this adjuster has on it......

If this is not the vertical adjuster, does anyone know where the heck it is ???
