no low beams!!??!! V70-XC70 1998

1998 V70 GLT, some 219,000 miles...

No low beams!? I went for an inspection sticker and failed due to no low beams....the reputable local mechanic said he checked it out quickly and he found no power going to the fuses....
But no fuses blown at all! All OK!

#5 headlights in MAIN
#21 & 22 low beams in supplementarty
#26 switch.

The high beams will only work pulling back on the nlever on left of steering column- I think(?) And if you push away they stay engaged, right??

Any suggestions, other than no night driving!!??
