Seatbelt Stuck. V70-XC70 1999

Hi,

I have a problem with my V70 XC rear right hand passenger's seatbelt. Appearantly, the seatbelt retracted all the way in while I had the rear seat folded down for cargo. This has resulted in me not being able to bring the rear seat to its' normal position. The seatbelt does not extend and is stuck in it's retracted position. Does anyone know how to release the seatbelt so that I can extend it? I have tried several times to release the belt by letting it retract abit before pulling it out. but the racheting mechanism does not allow for me to pull the belt out. Please... any helpful suggestions appreciated.
