Occasional hard starting 850 1995

My car usually starts on the first crank. Sometimes it takes 2 or 3 cranks. Battery tested fine. Cleaned battery posts and cables.

Here's my theory. I'm about do a full tune-up. Think it could the old rotor and cap. It has gotten a little worse lately. Could it be just worn out ignition parts? Anywhere else I should be looking?
