Recirculation motor, how is it supposed to work? V70-XC70 1998

Sages,

I have a 1998, V70, with 154K on the clock.

Been battling flashing red light issue on my ECC unit.

Yesterday I took the recirculation motor out and greased it thinking that would fix the problem.

The motor goes smoothly from fresh air to re-circulation mode, however, it jerks going back to fresh air mode and take about 15 to 20 seconds if it moves at all. Is this normal?

I checked the recirculation flap and it moves freely without binding.

Any thoughts here as to what is going on here?
